A new proposal by the state liquor authority would destroy the unique nature of the C-Licenses and wipe out millions of dollars in the value of the license. Buried in the governor’s proposed 2026 budget, an amendment to the Alcoholic Beverage Control Law would allow any beer wholesaler to sell at retail for off-premises consumption. If the proposal goes through, anyone could get a wholesale/retail license for just the cost of the license fee, making current active and shelved C Licenses worthless and potentially flooding an already shrinking market with competition.
NYSABC is gearing up to fight this proposal, preserve the proud history of C Licenses, with roots dating back to post-depression home distributors, and protect the value of your investment.

The NY State Legislature will return to session in January with a full menu of proposed laws that will impact the beverage business, including a bottle bill overhaul, expanding the availability of ready-to-drink-cocktails, allowing supermarkets to sell wine, and streamlining the Alcoholic Beverage Control Law (ABCL).

We sell beer, soda, wine coolers, water and sports drinks at wholesale and retail, and candy, snack foods and seasonal specialty items (like BBQ and picnic supplies, propane and firewood) at retail.
